Boyle Heights Community Plan

Impact Sciences was selected by the City of Los Angeles Department of City Planning to prepare an Environmental Impact Report (EIR) for the Boyle Heights Community Plan Update project. The Boyle Heights Community Plan Area (CPA) is located immediately east of Downtown and the Los Angeles River, and flanks the eastern boundary of the City of Los Angeles. Proposed plan policies are geared towards the preservation of historic, low-density multi-family housing, the promotion of the Los Angeles River as a community amenity, the preservation of employment generating land uses, and the preservation and strengthening of commercial areas and neighborhood serving uses. Key environmental impacts to be analyzed include aesthetics, air quality, cultural resources, greenhouse gas emissions, hazards and hazardous materials, noise, transportation public services and recreation, and utilities.
