Kern Council of Governments 2018 RTP EIR

Impact Sciences prepared the Program Environmental Impact Report (Program EIR) for the 2018 Regional Transportation Plan (RTP) prepared by the Kern Council of Governments. The RTP is used to allocate federal and state funding for regional transportation projects. The SCS component of the project identifies policies and strategies to balance land use and transportation systems to reduce emissions from cars and light trucks. Kern COG does not implement individual projects in the RTP/SCS; these projects are implemented by local jurisdictions and other implementation agencies. The RTP identifies the region’s mobility needs and associated land use patterns through 2042. The SCS contains land use, housing, and transportation strategies that, if implemented, would allow the Tulare County region to meet greenhouse gas (GHG) emission reduction targets for cars and light trucks for the years 2020 and 2035.
